This is the third Paying Taxes publication based on the "paying taxes" indicator from the Doing Business project. The project assesses the ease of paying taxes as part of a broader analysis of regulations relevant to domestic, small- to medium-sized companies in 181 economies around the world.
With the current global economic turmoil, economies around the world will be finding that tax revenues are coming under pressure. This will cause them to examine the effectiveness of their tax systems – not just the rates that they charge but the way the systems work. The aim of the Doing Business project is to provide an objective basis for improving the regulatory environment for business, informing the analysis of regulatory burden and providing insight for reformers.

A new report from Doing Business finds that a third of small island developing states introduced regulatory reform to make doing business easier last year. At the same time, island nations currently boast some of the world’s most efficient practices -- particularly regarding the employment of workers, dealing with construction permits and paying taxes.

The third subnational report on Mexico compares business regulations across 31 cities in four key areas: starting a business, dealing with construction permits, registering property and enforcing contracts. These indicators cover areas of local jurisdiction or practice. Doing Business in Mexico 2009 shows that differences in implementation of national-level regulations and local practices can enhance or constrain business activity across the cities.

A new report finds that the geographical challenges in many landlocked economies are compounded by a bureaucratic regulatory environment that hinders business. More regulatory reforms were recorded worldwide between June 2007 and June 2008 than in any previous year -- 113 economies implemented 239 reforms. The first regional and subnational Doing Business report in South East Europe covers 22 cities from the region. Cities can be compared against each other and with 178 economies around the world. Successful reforms may hinge more on timing -- or seizing opportunities -- than carefully crafted plans, according to Celebrating Reform 2008, a new book that explores reforms in sixteen countries spanning the globe. Researchers found that reforms usually happen when new governments take office, and that they often follow crises. They also found that reformers don't have time for concepts like "getting the right sequencing" and "finding the binding constraint," and that reformers are helped by active media and information campaigns. The book follows the annual Reformers' Club meeting of 10 top reformers, held in New York on June 4, 2008. Download the full report here.
